I manage to run vertex editor by following the action below

by Pcfrenzie from some forum

You have to place the comdlg32.ocx (search by google) in the systemwow64 folder, run the cmd there FIRST, type

regsvr32 %Systemroot%\System32\comdlg32.ocx

You should see the following message:
DllRegisterServer in C:\WINDOWS\System32\comdlg32.ocx succeeded.

THEN place the file in your system32 as well and run the cmd there. type

regsvr32 %Systemroot%\System32\comdlg32.ocx

You should see the following message:
DllRegisterServer in C:\WINDOWS\System32\comdlg32.ocx succeeded.

Doing just one or the other won't work. Both are required if you have a program that depends on the comdlg32.ocx being present on a 64bit Windows 7 installation.
