can you tellme how to modify Dat files inside mpq files?
I need to add new units, campaing, ability and other data like that.

and another thing: can you tell me how to make an application that runs this mpq?

use the worldeditor and make maps.

If you really want to make a mod then use: link
to open .mpq files
and .dat files can be modified in notepad.

.dat files can be modified by changing the extensions to .txt and opening in notepad

But in order to do what your asking you can just open up the world editor and create a custom map.
