We have a few talent systems that take advantage of the custom UI natives like that one does:

Combine those with something like this for applying the talent effects to your units:

For something like Magic damage +20 which I assume applies to Spells, you can probably add it onto the above system or you'll have to trigger it yourself using a Damage Event. I would personally use a Unit Indexer for this if you're on GUI.
