[General] Hero - Stats - Mana regen does nothing

I am testing with vanilla Mountain King. I want to increase his BASE mana regen (not the per level of INT constants). I tested it, and discovered that changing "Stats - Hit Points Regeneration Rate" from 0.05 to 15.00 drastically increased his BASE hp regen. However, when changing "Stats - Mana Regeneration" from 0.01 to 15.00 had ZERO impact. It didn't change anything. I also tried values: 2, 10, 500, 1000. No result.

This a known bug or am I missing something or what?

Update:
Tested again using Furbolg Elder Shaman and the mana regen DOES apply. That's really disappointing because I was hoping to simply give my heroes x flat bonus regen by altering their "Stats - Mana Regeneration" but that seems impossible (without using triggers or giving him tons of INT).

Unless I'm still missing something. There's nothing in the gameplay constants for FLat bonus regen for heroes. Only "regen per level of INT"

I feel like this is just the result of a broken feature.

The game engine thinks the unit has no mana and doesn’t know about mana provided by items or intelligence. Seems obvious and logical to me.
I meant the "set mana maximum to 1" part.
I assume that's the fix, not the mana maximum set to 0, since the guy clearly wants his hero to have (increased) mana regeneration.

Unless I'm completely misunderstanding something?

It had 0 base max mana in the editor, gaining mana only from int and items. A unit with 0 max mana in the editor does not gain any mana regen from its stat because the game doesn't think it has mana. By giving it at least 1 base max mana the regen stat becomes functional again.

I totally forgot that heroes had 0 base mana.
