On certain doodads it is possible to change the dimensions separately, while others you can only manipulate the X axis, which changes the size as a whole as the other two are always the same.

Is it possible to remove this lock while keeping the ramp useable?

(I'm trying to make a ramp that goes twice as high, but simply allowing a bigger maximum size makes it far too wide.)

Doodads can be sized independently in three dimensions. Destructables scale overall. Ramps are destructables and I guess you want to preserve another feature of destructables that they can be set to modify the terrain height, thereby elevating units walking on it. So it has to be a destructable and you would need to change the model in a model editor.
